Resolution of the Presidium of the National Home Council of January 17, 1946, on awarding decorations to persons deserving in the fight for the liberation and reconstruction of the capital - organizers, leaders and prominent participants of the struggle of the Polish Nation against the German occupier, and in particular fighters for the freedom of the Capital, participants of the defense of the Capital in September 1939, initiators and participants of the National and Warsaw National Councils in conspiracy, soldiers of the Warsaw Uprising and the Ghetto Uprising, participants of the fights for the liberation of the Capital on January 16-17, 1945, initiator of the reconstruction of the Capital - the Provisional Government, particularly deserving in the organization of central and municipal authorities in liberated Warsaw, and in the field of reconstruction of the Capital in its first period.

Uchwała Prezydium Krajowej Rady Narodowej z dnia 17 stycznia 1946 r. w sprawie odznaczenia osób zasłużonych w walce o wyzwolenie i odbudowę stolicy - organizatorów, przywódców i wybitnych uczestników walki Narodu Polskiego z niemieckim okupantem, a w szczególności bojowników o wolność Stolicy, uczestników obrony Stolicy we wrześniu 1939 r., inicjatorów i uczestników Krajowej i Warszawskiej Rady Narodowej w konspiracji, żołnierzy powstania warszawskiego i powstania w Ghetcie, uczestników walk o wyzwolenie Stolicy w dniach 16-17 stycznia 1945 r., inicjatora odbudowy Stolicy - Rząd Tymczasowy, szczególnie zasłużonych przy organizacji władz centralnych i miejskich w wyzwolonej Warszawie, oraz na polu odbudowy Stolicy w pierwszym jej okresie.
