Uchwała Państwowej Komisji Wyborczej z dnia 30 września 2002 r. w sprawie wytycznych dla terytorialnych komisji wyborczych dotyczących sposobu ustalania wyników głosowania i wyników wyborów do rad gmin, rad powiatów, sejmików województw, Rady miasta stołecznego Warszawy i rad dzielnic w m.st.
